Sir,

With reference to my telegram No. 391 of 6th April in regard to Hong Kong University students evacuated from Hong Kong and now continuing their studies in China, I have the honour to enclose a memorandum dated 31st May, together with sub-enclosures, which sets out the present position in regard to the assistance being afforded to these students. The author of the memorandum is Mr. Sedgwick.

In regard to the matter of reducing the charges on government funds on account of this assistance, the letter dated May 3rd from Dr. Gordon King to Mr. Sedgwick, which is one of the sub-enclosures to the memorandum, advances the view that the funds of Hong Kong University should remain intact, chiefly on the ground that if the University is re-established after the war there will then be a very great need for funds. Dr. King therefore suggests that the cost of the assistance should continue to be advanced from government funds and the question of possible reimbursement left until after the war.

3. With regard to the purchase of books and scientific equipment from India referred to in section ITI(i) of Mr. Sedgwick's memorandum, Dr. King is being requested to make the necessary investigations and submit a request to London.
